disable version check in code

global config is not read if you use --config parameter to a tool

tested: no more ssl errors and /tmp/percona-version-check is not created
after tool run:

 pt-kill --config pt-cleaner.conf

patch from gentoo

disable version check by default in global config

add global percona-toolkit config
