Make sure predictable ifnames are disabled by default

This can be done in a differt way, but this is the one most people are
familiar with, so I'm using that.

Fix predictable ifnames, bump rel

Unless the file I've moved from networkd to main package is present,
predictable interface names don't work. And their working or not should
not depend on -networkd being installed.

Build python3 bindings too

systemd-analyze does not use Python any more

Drop the interface renaming disabling hack

- it won't work with current systemd, as the udev rules file name
  changed. The /dev/null symlink does nothing now.
- the interface won't be renamed when systemd-network is not installed
- PLD really should not force its ways for historical reasons. eth*
  unpredictability is a real problem on systems with more than one
  interface.

Predictable interface names will be used when systemd-networkd is
installed, unless its configuration states otherwise.

Without systemd-networkd installed eth* hell stays.

Include the 'factory' files

They are used by systemd only in the target files do not exist, which
may be convenient when creating simple containers or booting a slightly
broken system. The files provided by systemd are quite minimal, but
should work in most case.

Including that fixes another annoying error message in boot logs.

Added upstream patch to disable runlevel hacks

The runlevel-target mapping configurability is going to be dropped
upstream and doesn't seem necessary in PLD. And this patch fixes the
SysV init scripts which would not be started by systemd-219

efi-boot-generator patched to use /boot/efi

In PLD we have /boot/efi mount point for the EFI system partitions.
Mounting ESP under /boot (which is default behaviour of systemd if
/boot is empty and system is booted from EFI) may  be problematic, as
ESP contains a FAT file-system and we have RPM packages putting files,
even symlinks, in /boot.

Also, our efi-boot-update expects ESP mounted at /boot/efi.

do not pull sys-kernel-config.mount by sysinit.target

Let the configfs module be loaded only when /sys/kernel/config
is actually needed by anything. No need to complain about 'configfs'
not available if nothing needs it.

Do not install invalid getty@getty.service unit

vconsole-setup: do not require /etc/sysconfig/console

/etc/vconsole.conf is a perfectly valid way to configure
the consoles, we don't need /etc/sysconfig/console to be existing and
valid. It should be only read for compatibility if it exists.

Without this change systemd-vconsole-setup.service fails in
dracut-generated initramfs and on systems without /etc/sysconfig/console

Load the configfs module for /sys/kernel/config mount

targetcli.service (from the targetcli-fb package) requires
sys-kernel-config.mount unit (configfs mounted at /sys/kernel/config).
With the default systemd-provided units that is started only when
/sys/kernel/config directory extists on boot - that is when configfs is
compiled into kernel or the module is loaded from /etc/modules-load.d

The systemd-configfs.patch changes the behaviour so
sys-kernel-config.mount unit will attempt to load the 'configfs' module
when needed (honouring any module blacklist).
