up to 3.0.0 (backwards incompatible subset api changes)

subset was considered unstable before harfbuzz 3.0.0 and hence multiple
api changes did not result in soname change. software using subset api
possibly needs an update and rebuild, however PLD does not seem to ship
any such software officially (custom builds of qt5-qtwebengine might be
affected though).
