new

package is poetry/PEP-517 based but use setuptools' compatibility mode
until it's handled properly. while pendulum ships with python 2
compatibility, setuptools there is too old to handle PEP-517 hence
disable python 2 until way of building PEP-517 project is figured for
old python version.
