- added libs (shared rpm libraries), static (static rpm libraries) and utils
subpackages (additional rpm utilities linked with shared libraries),
- removed using %%GNUconfigure macros (now we use only %%configure),
- new %pre with two phase moving rpm database to /var/state/rpm.
