This patch adds support for br_FR@euro and lg_UG locales by default.

Still not added:
az_AZ, hy_AM, tt_RU, gd_GB		(TODO or FIXME exists in source file)
bn_BD, bn_ID, el_GR@euro, zh_SG		(no charset information)
am_ET, ti_ER, ti_ET  			(syntax errors in LC_COLLATE)
