- added FBDEV_NUM to sysconfig (eg. 0 for /dev/fb0, or /dev/fb/0)

- use FBDEV_NUM in initscript (with default 0)
- partialy rewrite initscript, unify devfs/non-devfs code, cosmetics
- release 17
