fix files when building without static_libs

update required cmake version

- added py2 patch (restore setup.py compatibility with python2.7), cleanup

- updated to 1.1.0
- disabled python2-* (does not build)
- removed brotli-pc.patch
- cmake build (autotools were dropped)
- some packages which relied on .la files must to be rebuilt
