- updated to FHS 3.0 specs

Notes:
- /usr/local/man vs /usr/local/share/man: the first is deprecated, so let's switch to the latter now
- */libexec (FHS 3.0 allows it optionally): not added as not practiced in PLD, */lib[<qual>][/pkgname] is enough;
  it's purely distro-specific: some (RH-like, Gentoo) use it, some others (Debian etc.) don't
