- added sanity check is server runed before stopping sshad service in %preun

- added sanity check is server runed before stopping sshad service in %preun
  in server subpackage (prevent double stopping on switch to ssh),
- check /var/lock/subsys/sshd in %preun and post before stopping and
  restarting openssh service,
- added /bin/login and util-linux to Requires list for server subpackage,
- beter Obsoletes rules for switching fron ssh,
- cosmetics.
